HUMAN RESOURCES SERVICES

 

The Muskingum County Human Resources Department offers services and support in the following areas:

 

Benefits – Benefits Administration and Plan Design. Reviews the current level of benefits and programs being offered for employees. Manages and oversees benefit enrollment, changes, payroll deductions and billings.

 

Compensation – Assist with determining rate of compensation for employee classifications using internal and external research.

 

Compliance – Ensures compliance with applicable state and federal laws such as: ADA, COBRA, FMLA, and OSHA.

 

Employee Orientation – Introduce employees to benefits program and county organization. Departments provide more detailed orientation.

 

Employment Background and Reference Checks – As part of the process of weighing an applicant’s qualifications and determining his or her suitability for open positions, Human Resources will conduct background and reference checks for all finalists for a position.

 

Labor Relations – Assist with contract negotiations and administration; offers advice and helps with employment issues. Assist with grievance processing and arbitration.

 

Occupational Health and Safety – Promoting a safe work environment. Ensures employees are protected from exposure to risks through education and training.

 

Performance Evaluation Management – Assist with Probationary Employee Evaluations and Staff Evaluations. Conducted annually.

 

Personnel Policies Management – Provide interpretation and advice on personnel policies.

 

Personnel Records Management – Ensures personnel records are maintain according to federal and state laws.

 

Recruitment – Assist with generating a pool of qualified candidates for job openings through advertisements, web sites and other media.

 

Risk Management/Loss Control – Administration of property and liability coverage for the county. Analyze risk management program.

 

Testing Administration – Develop and administer testing methods to identify applicant skills and abilities related to positions.

 

Training Assessment – Assist with and/or conducts employee training as needed.

 

Workers Compensation – Involves monitoring and managing work related injury claims.
